Environmental Impact Report

Overview

On November 2, 1999, voters in the Foothill-De Anza Community College District approved a $248 million bond (Measure E) to repair and rehabilitate college facilities to meet current health, safety and instruction standards. Approximately $130 million was allocated to allow De Anza to renovate its 35-year-old facilities and to add several new buildings to accommodate the growth of the college. The De Anza College Facilities Master Plan addresses this expansion and development of the campus and includes a series of projects that involve the construction of new buildings, renovations of most existing buildings, changes to campus entries, construction of a parking structure, realignment of the campus loop road and renovation to campus landscaping.

A requirement of the Measure E bond renovation and building process was the compilation of an Environmental Impact Report (EIR) to analyze the impact of the proposed changes to the campus. Such issues as noise, traffic and air quality were addressed as well as many other areas.

While the EIR process and content is complex, in summary, it is intended to identify potential environmental impacts and to show what measures could be taken to mitigate these impacts. De Anza College performed the intensive research necessary to assess each of the potential impacts the new development may have.

The first step in the process of compiling an EIR was the production of a Draft EIR (DEIR). Once this document was completed, the review period began on April 3, 2002. During the review period, De Anza College had two meetings with the City of Cupertino staff, attended the Cupertino City Council meeting on May 6, 2002 to answer questions regarding the document, held a Open Forum for community members on May 22, 2002, and received letters from several interested parties as noted in the EIR.

After the review period, the EIR was completed and the Foothill-De Anza Board of Trustees certified it at the June 17, 2002 board meeting. The EIR was written with a series of three resolutions to comply with California Environmental Quality Act (CEQA):
